OrganizerThe West Zone Cultural Centre was established in Udaipur as one of seven regional cultural centres set up by the Indian government in the 1980s to document and promote the folk and tribal arts of their respective zones. The decision to establish the WZCC in Udaipur gave the Lake City an institutional identity as a cultural hub for western India that it has leveraged through Shilpgram and the annual Utsav.
Shilpgram was designed as a living museum of western Indian village architecture and crafts. The 70-acre site contains authentic architectural replicas from different states and communities of the Western Zone, each representing the building traditions of its community. Craftspeople resident at Shilpgram demonstrate their skills year-round, and the Utsav intensifies this activity for ten days each December, adding folk music, dance, theatre, and a large crafts market.
The timing in late December, when Udaipur is at its coolest and most visited, is strategically significant. The festival draws tourists already in Udaipur for the winter season and provides a cultural anchor for what is otherwise primarily a lakeside city known for its palaces. Over 35 editions, Shilpgram Utsav has become one of the most important craft festivals in north India.

Many Indian craft festivals are one-off events or commercially organised fairs; Shilpgram Utsav's government institutional backing through WZCC has given it longevity and the ability to sustain genuine artisan participation rather than shifting toward commercialised tourist crafts. The festival has contributed to the economic sustainability of hundreds of craftspeople from across the Western Zone.
